We, the undersigned residents, respectfully call upon Blue Mountains City Council (BMCC) and relevant regulatory authorities to undertake an independent review of quarry operations at the Winmalee quarry, located at 66 Singles Ridge Road, Winmalee NSW 2777.

The Winmalee quarry operates in extremely close proximity to an established residential neighbourhood within Winmalee. While we acknowledge the relevance of the quarry's historical operations, we believe that all industrial activities should be conducted in a manner that reasonably protects the health, wellbeing and residential amenity of the surrounding community.

Since quarrying activities recommenced under new ownership in early 2026, many residents have reported a substantial increase in industrial activity, including prolonged hydraulic hammer operations, rock scraping, heavy machinery noise and concerns regarding airborne dust, including respirable crystalline silica.

For many residents, these impacts are experienced inside their homes even with windows and doors closed. Community members have reported disruption to working from home, outdoor recreation, rest, sleep, and their overall enjoyment of their properties.

Historical Council documents demonstrate that hydraulic drilling and hammering have long been recognised as the principal noise issue associated with the quarry. Those records also describe expectations that noise would be progressively reduced through improved equipment, best practice management and ongoing monitoring. Many residents are concerned that the current level and duration of operations no longer reflect those historical expectations.

This petition is seeking responsible quarry operations that appropriately balance industrial activity with the rights of Winmalee residents to enjoy their homes, within a World Heritage Area.

We respectfully request that Blue Mountains City Council and the NSW Government:

  • Conduct an independent review of quarry operations since the commencement of the current owner's operations in early 2026.
  • Review whether the current scale, intensity and character of quarry operations remain consistent with the historical operation protected by 'existing use rights'.
  • Investigate practical measures to reduce prolonged hydraulic hammering and other high-impact noise while maintaining quarry operations within reason.
  • Improve transparency by making relevant monitoring reports and environmental information readily available to the community.
  • Establish a formal community consultation process between Council, the quarry operator and affected residents to address ongoing concerns.
  • Commission independent acoustic monitoring at representative residential properties surrounding the quarry.
  • Commission independent air quality monitoring, including assessment of respirable crystalline silica and other dust emissions where appropriate.

We believe that responsible environmental management, transparency and respectful engagement will benefit the community.

Together, we ask for a fair, evidence-based review that protects the health, wellbeing and residential amenity of current and future residents of Winmalee.
