Protect Privacy. Preserve Liberty. Defend the Constitution.
We, the undersigned, call upon Congress and state legislatures to prohibit the use of Flock Safety automatic license plate recognition (ALPR) cameras, and similar technologies, for mass surveillance of the American public.

While technology can play a role in investigating serious crimes, systems that continuously record and track the movements of millions of law-abiding citizens create an unprecedented surveillance network that threatens fundamental constitutional rights.

Our Concerns
Mass Collection of Innocent Americans' Data: Flock cameras collect information on every passing vehicle, regardless of whether its occupants are suspected of any crime. This creates a digital record of innocent people's movements without individualized suspicion.
Threats to Privacy: Americans should not have to assume that every trip to a doctor's office, place of worship, political meeting, or family gathering is being permanently recorded and stored in a searchable database.
Potential for Government Abuse: History has shown that surveillance powers granted for one purpose can be expanded for others. Without strict limits, these systems may be used to monitor political activity, journalists, religious organizations, or peaceful protesters.
Fourth Amendment Concerns: Continuous tracking of citizens without a warrant raises serious constitutional questions regarding protection against unreasonable searches and seizures.
Data Security Risks: Large databases containing detailed location information are attractive targets for hackers, unauthorized access, and misuse by insiders.
We Call for the Following
A nationwide prohibition on the use of Flock Safety and similar ALPR systems for indiscriminate mass surveillance.
A requirement that any use of automated license plate recognition technology be based on a judicial warrant or specific criminal investigation involving articulable suspicion.
Strict limits on data retention, requiring deletion of non-investigative data within a short period of time.
Independent public audits, transparency reports, and meaningful oversight for any remaining lawful uses of ALPR technology.
Criminal and civil penalties for misuse of surveillance data or unauthorized access.
Our Position
Public safety and constitutional freedoms are not mutually exclusive. Law enforcement should have effective investigative tools, but those tools must respect the privacy and civil liberties guaranteed by the Constitution.

A free society cannot function when every citizen's movements are continuously monitored, cataloged, and searchable by government agencies or private companies. Americans deserve both safety and freedom.

We urge lawmakers at every level of government to enact legislation that protects privacy, limits surveillance, and ensures that emerging technologies serve the people rather than undermine their constitutional rights.
