PETITION TO CONGRESS-SUPPORT THE HUMAN WORKFORCE PROTECTION AND RESPONSIBLE AI INTEGRATION
The Issue
We, the undersigned, urge our elected representatives in Congress to introduce and support legislation that ensures artificial intelligence and automation technologies are implemented responsibly — enhancing, not replacing, human jobs.
We believe AI should strengthen the workforce, protect wages, and preserve the financial stability of American families.
The Human Workforce Protection and Responsible AI Integration Act
Purpose
To ensure that artificial intelligence (AI) and automation technologies are implemented in a manner that enhances human labor rather than replaces it, protecting jobs, wages, and the long-term economic stability of American workers.
Findings
Congress finds that:
Advancements in AI and automation technologies are transforming nearly every sector of the U.S. economy.
While innovation and efficiency are vital, unrestricted automation and AI-driven layoffs threaten to displace millions of workers, reduce consumer purchasing power, and destabilize local economies.
The United States must establish clear standards to ensure that AI serves as a complementary tool that improves productivity while maintaining human employment and economic dignity.
A national policy of “human-first integration” of AI systems will promote fairness, economic sustainability, and workforce resilience.
Section 1. Short Title
This Act may be cited as the “Human Workforce Protection and Responsible AI Integration Act.”
Section 2. Definitions
For purposes of this Act:
Artificial Intelligence System (AI): Any automated system capable of performing tasks that normally require human intelligence, including learning, reasoning, or decision-making.
Automated Workforce Reduction: The act of reducing human employees or contractors as a direct result of implementing AI or automation technologies.
Human-AI Collaboration Plan (HACP): A documented plan demonstrating how AI will be integrated to support, not replace, human employees.
Section 3. Restrictions on AI-Induced Layoffs
Prohibition:
No employer with more than 50 employees may reduce its human workforce by more than 10% in a 12-month period as a direct result of implementing AI or automation technologies, unless authorized under Section 4.
Human Impact Review:
Any organization planning to introduce AI systems that could affect employment levels must submit a Human Impact Review (HIR) to the Department of Labor (DOL).
Transparency to Workers:
Employers must notify affected workers and provide evidence that AI integration is intended to augment productivity, not replace essential human labor.
Section 4. Exceptions and Oversight
Employers may petition the DOL for an AI Workforce Adjustment Waiver if they can demonstrate:
AI integration creates equal or greater numbers of new human jobs,
or that the layoffs are due to unrelated economic necessity.
The DOL shall conduct annual audits of major employers using AI systems that significantly affect workforce levels.
Companies in violation may face civil penalties, loss of federal contracts, or other enforcement actions.
Section 5. Workforce Retraining and Integration Support
The DOL, in partnership with the Department of Commerce and the National Science Foundation, shall:
Fund AI-Human Workforce Integration Grants to help employers retrain displaced workers.
Create a National AI Workforce Transition Fund to provide financial assistance and upskilling for affected employees.
Employers introducing AI systems shall allocate at least 5% of total AI implementation costs to employee training and human role redefinition.
Section 6. Reporting and Public Accountability
The Government Accountability Office (GAO) shall submit an annual report to Congress detailing:
The number of jobs affected by AI adoption,
Economic and wage impacts, and
Employer compliance with this Act.
All AI Workforce Impact Reports shall be publicly accessible.
Section 7. Incentives for Responsible AI Use
Employers demonstrating strong AI-human integration practices may receive:
Federal tax credits for workforce development,
Priority in federal contract consideration, and
Recognition under a new “Human-Centered Innovation Certification Program.”
Section 8. Effective Date
This Act shall take effect one year after enactment.
