To: The United States Congress
We, the undersigned citizens of the United States, respectfully urge Congress to amend the Uniform Time Act of 1966 to:
✅ Abolish the practice of changing clocks twice a year, and
✅ Establish a permanent national time that is set 30 minutes ahead of current Standard Time (i.e., halfway between Standard Time and Daylight Saving Time).
This one-time clock adjustment—forward by 30 minutes in the spring—would create a fixed national time, ending the confusion and disruption caused by biannual clock changes while avoiding the extremes of both current Standard Time and full Daylight Saving Time.
🔹 Why Congress Should Act Now
1. 🧠 Health and Public Safety
Repeated studies show that springing forward each year increases the risk of heart attacks, strokes, depression, and fatal car accidents in the days that follow.
Circadian rhythm disruptions from time changes can impair mental health, alertness, and workplace safety.
A 30-minute permanent compromise would provide health and consistency benefits without shifting sunrise too late in the winter or too early in the summer.
2. ⏰ Stability and Simplicity
Twice-yearly clock changes cause confusion, missed appointments, and scheduling errors in transportation, healthcare, and business.
A fixed national time would benefit schools, businesses, airlines, and software systems by eliminating the need to account for shifting clocks.

Current proposals to switch to permanent DST are controversial because sunrise would occur extremely late in winter—after 8:30 AM in many northern cities.
