Petition for Reconsideration of Public Access Second Opening at Tudor Road

The Issue

We, the residents of the Lowfields estate, are asking City of York Council to reconsider the decision to open the second Tudor Road access for public pedestrian and cycle use.

Many residents have ongoing concerns about:

  • existing antisocial behaviour on the estate, which has been reported to the police over an extended period
  • the likelihood that an additional access point could increase foot traffic from non-residents
  • noise, littering and other disturbances
  • the lack of consultation with current residents, given the outline planning permission was approved before the estate was completed and occupied

We respectfully request that the Council:

1. Reconsiders opening the second Tudor Road access for public use, taking into account the current lived experience of residents; 

OR

2. Implements additional safety and security measures alongside the access, including:

  • improved lighting,
  • CCTV where appropriate, and
  • any other mitigation judged necessary.

We believe these are reasonable steps to ensure the safety, security, and wellbeing of residents, especially families with young children, older residents, and those affected by antisocial behaviour.

We ask the Council to take this petition as a clear indication that many of the people currently living on the estate want their concerns formally considered as part of this decision.

We look forward to constructive engagement with the Council and hope that residents’ voices will be fully taken into account going forward.
