We, the undersigned residents of Orange County, California, are writing to express our serious concern regarding the case of Juan Ramirez-Bolanos, who has been charged with only a small amount of instances of indecent exposure, peeping, and trespassing, despite a documented pattern of this behavior for seven years. We strongly believe that a misdemeanor charge does not reflect the severity of his actions or the impact they have had on his victims, their families, and ultimately, our community.

Since 2017, Juan Ramirez-Bolanos has repeatedly violated the privacy and safety of a plethora of women in our community through indecent exposure, peeping, and trespassing. While we recognize that he is currently facing charges for only a few of the incidents due to the statute of limitations, we want to emphasize the following points:

1. His Prolonged History of Offenses: His actions have been ongoing for over seven years, indicating a wildly troubling pattern of behavior that continuously poses a significant risk to our community.

2. The Impact on His Victims: The psychological, emotional, and physical toll on he has inflicted upon his victims is profound. Many individuals have reported common experiences including but not limited to- fear, anxiety, a loss of privacy, and a significant change in their daily life due to Juan Ramirez-Bolano’s predatory actions.

3. Concern for Community Safety: Granting only a misdemeanor charge fails to protect our community. We also fear it does not send a strong and necessary message that such behavior will not be tolerated. As a community, we believe that a more appropriate sentence is necessary to ensure the safety and well-being of all Garden Grove and surrounding cities’ inhabitants.

We urge you to take the following actions:

- Consider the full extent of Juan Ramirez-Bolano’s actions by advocating for more serious charges that truly reflect the immense impact on his victims and the community.

- Review the possibility of pursuing legislative changes regarding the statute of limitations for similar offenses to ensure justice for victims in the future.
