(中文版在下方) Last Sunday was a brilliant sunny day. I left my house in Hoi Ha Wan at around 17:30 to go out for the evening. While walking through the parking lot, I spotted a beachgoer and his family who must have had a wonderful day in the Hoi Ha Wan Marine Park. They must have appreciated the marine park so much that he proceeded to dump their beach shoes, water bottles, etc. from their car directly into the bushes that lay behind. Obviously lacking considerable education, the man could not seem to understand why I demanded he pick-up the waste and put it in the rubbish bins located a mere 40 to 50 feet away. “I would rather not pick it up” he said. Fortunately, another neighbour was walking passed at the time and came over to lend his helping hand in educating the clod. But I don’t blame the littering simpleton, he is sadly very poorly educated and provides us with a good example of the severe lack of education in Hong Kong in regards to waste. But honestly, what kind of disgusting people do we have here in Hong Kong? How can you hate your home so much that you dump on it like that? And to be doing it in front of your family, what kind of education is that for your children? It is a disgusting example of the lack of education in regards to waste and people like this jerk don’t belong in Hong Kong if they hate this place so much. As frustrating as that experience was, there’s more to it. You see, all of this happened directly in front of an Agriculture, Fisheries, and Conservation Department (AFCD) employee who was sitting in his van directly in front of us watching the whole thing just 8 feet away. Not once did this representative of the AFCD whose mission is to “conserve our natural environment and safeguard the ecological integrity” of it leave the comfort of his air-conditioned van to lend his support even when I glanced back at him. What took place here is a prime example of how the AFCD has failed in their vision and their mission. How can the AFCD possibly protect our natural environment if they have no interest in demonstrating the necessity for it? It is no wonder the AFCD doesn’t think marine waste has any relationship to marine conservation. They themselves are just like the halfwit dumping waste from his car into the natural environment and need to step-up and start taking responsibility. Otherwise, they have failed us all. And please AFCD do not reply to me and say “oh it happened in the village and not inside country park boundaries”. 1. It is your own stated mission to safeguard the ecological integrity of our natural environment in Hong Kong and that exists both inside and outside country park boundaries. 2. As a stakeholder in the Hoi Ha Wan village because you rent your warden post there, you have a responsibility to the village as well. If instead you see no problem with people trashing the village, then I think you should leave as soon as possible. 3. For any human being who works for Hong Kong’s so called protector of nature (AFCD) and they do not believe in the need to lend their support in matters of ecological integrity, then I do not think they are fit to work in the AFCD and should consider other choices of employment We need to ask the question, is the AFCD really fulfilling their fiduciary duty to the people of Hong Kong? They plan to start building their new visitor centre in Hoi Ha Wan Marine Park this month. Do you think it is important that they include substantial education of marine waste in their new visitor centre? Please show your support and pump this petition as much as you can because we really got to start doing everything to educate people now. And I hope one day that guy who was dumping waste in the bushes will understand why I was so angry with him. Thanks, Chris 剛過去的星期日的天氣非常好,我打算外出一下,所以我在17:30左右離開了我在海下灣的家。在我走向停車場時,我看到一家人,他們應該在海弄灣享受了一個美好的星期日,他們也非常喜歡這個地方,所以他們把用過的沙灘鞋或水樽就這樣從車內扔到附近的草叢以留下他們的足跡。 很遺憾地,這就是缺乏教育的證明,那男人好像不明白為什麼我要求他把垃圾撿回然後放進那個離他40至50尺的垃圾桶里,他說道:「我不會撿回那些東西。」幸運地,我的鄰居經過並加入勸說。對於亂拋垃圾的行為,我只感到難過,因為那男人不了解社會責任,他就是一個很的例子證明香港嚴重地缺乏減少廢物的教育。 我真的想知道,為什麼在香港會有這麼令人討厭的人?他們為什麼會那麼討厭自己的家令他們那樣胡亂扔垃圾?然後他就那樣在他的家人面前做出這樣的行為,那又會對他的子女做成怎樣的教育?這只是其中一個討厭的例子證明香港缺乏對減少浪費的教育,如果那男人真的那麼討厭這地方,他不應留在這裡。 這是一個非令人洩氣的經歷,這不是令我最生氣我事。因為上述的事情是在一位漁農及自然護理署(下稱漁護署)的職員面前發生的,他就坐在他那離我們8尺距離的貨車里,我看了他們很多眼示意,但是他們一直都沒有離開那輛有著舒適冷氣的貨及派代表履行那個「保護自然環境及生物多樣性」的任務。 這發生的事情正是一個最根本的事例告訴我們漁護署沒有履行他們的任務。如漁護署示自然環境的重要性,那是怎樣保護大家的自然環境?所以我們不難了解漁護署不會明白減少海洋污染對海洋保育的重要性。他們就像那一家往車外扔垃圾的人,他們需要負起他們的責任,但他們令我們失望了。 我希望漁護署不要隨便回覆我說:「那是在村內發生的事情而不是在郊野公園發生的,我們沒有資格管理。」以下就是我的論點: 1. 保護自然環境及生物多樣性是漁護署所提出任務,這應是在公園以外的地方也要履行的任務。 2. 政府租借該村的其中一块土地,所以他們也是海下灣的持份者,他們也有責任關心村內的事情,如他們不關心其他人在村里亂拋垃圾,那他們還是離開好了。 3. 任何人在政府中擔任自然保護的角色而他們不相信生物多樣性的重要,那我不認為他們適合他們在漁護署的工作,他們可能需要考慮轉換工作了。 我們應該要問,漁護署是在履行香港市民所委託的責任?他們將會在這個月開始在海下灣建造他們新的遊客中心,你們是否認同他們這個遊客中心應包括減少海洋污染的教育? 如果你也認為我們應把握每一個機會教育大家減少海洋污染的重要性,請支持我們、參加及轉發這個請願!希望有一天那個往草叢扔垃圾的人會明白我們為何感到憤怒。 謝謝 Chris
