Pass the Pigs and Public Health Act to End the Slaughter of Sick Pigs
The Issue
Every year, thousands of pigs too sick, injured, or weak to stand—known as “downed” pigs—are forced through the slaughter pipeline in the U.S., despite being unable to walk. These animals suffer horrific abuse: kicked, dragged, electroshocked—because they can't move on their own. And, they present a serious threat to public health.
The Pigs and Public Health Act (H.R.4757) would change this. Introduced by Rep. Veronica Escobar (D-TX), this critical legislation would finally prohibit the slaughter of downed pigs, outlaw their abuse, and require the USDA to test them for zoonotic diseases—those that can jump from animals to humans. It also bans the sale of meat from these animals, and increases transparency by mandating reports from the USDA and CDC on the risks they pose to our food system.
For decades, experts have warned about the link between factory farming and the emergence of dangerous diseases. We’ve already banned the slaughter of downed cows and calves—why are pigs still being left behind? With ongoing outbreaks of bird flu and increasing concern about pandemics, we can’t afford to ignore the risks any longer.
Downed pigs are not just an animal welfare concern—they are a public health hazard. And yet, they continue to be pushed into our food supply, unregulated and unreported. This isn’t just about compassion. It’s about safety. It’s about responsibility. It’s about building a food system we can trust.
