Pass The Harrison Law: Prevent Repeat Domestic Violence Homicides in Florida
The Issue
My nephew, Maurice J. Harrison — affectionately known to many on social media platforms as Girlalala — was shot and murdered by his boyfriend after a history of domestic violence. This was not the first time he had been shot. There was escalation. There was a pattern.
In Florida, there is no system in place to identify repeat offenders before tragedy strikes. Florida has registries to protect the public in other contexts. Yet when it comes to repeat domestic violence offenders, there is no centralized system to recognize patterns of harm. Domestic violence is rarely a one-time incident. A second conviction signals elevated risk. Research consistently shows that prior domestic violence is one of the strongest predictors of intimate partner homicide.
The Harrison Law would require individuals convicted of domestic violence twice or more to register in a statewide Domestic Violence Offender Registry.
This is not about revenge.
It is about prevention.
Domestic violence affects all communities — including LGBTQ individuals, who often face additional barriers to reporting abuse.
My nephew deserved protection. Others deserve it too.
Florida can lead with prevention instead of reacting to tragedy.
It is time to pass The Harrison Law.
The Harrison Law is a prevention-focused domestic violence bill designed to stop repeat abuse before it becomes deadly and to protect all Floridians, including LGBTQ individuals.
The Harrison Law would:
•Require registration of repeat domestic violence offenders after a second conviction
•Mandate lethality risk assessments and firearm surrender enforcement
•Provide enhanced supervision and victim safety notifications
•Include protections for LGBTQ survivors
•Trigger automatic judicial escalation for new threats or violations
