Pass a California law for shelter transparency

The Issue

Animal shelters exist to protect animals, not to hide information or operate without oversight. Yet, many shelters across California are failing in their fundamental duty to the animals and communities they serve. These shelters often refuse to share critical records with the public or retaliate against those who expose practices that compromise the welfare of the animals. This lack of transparency harms not only the animals but also erodes public trust in these institutions.

Consider a recent investigation where a whistleblower was silenced for reporting abuse and neglect within a taxpayer-funded shelter. The lack of protection for whistleblowers discourages courageous individuals from coming forward with the truth. In turn, systemic issues remain hidden from the very people who can hold the shelters accountable—us, the taxpayers and community members.

A comprehensive, statewide law in California could change this. By mandating full transparency for all taxpayer-funded shelters and providing robust protections for whistleblowers, we can ensure these shelters can be held accountable. This law would require shelters to disclose important records such as animal intake and euthanasia statistics, budget allocations, and inspection reports. Transparency in these areas can prevent abuses and ensure that shelters operate in the animals' best interests.

The example of the Texas Shelter Transparency Bill shows us that this is possible. To: Local and State Government Officials, Animal Services Leadership, and Contracted Shelter Agencies

Across the country, animal welfare advocates, rescuers, and community members are raising urgent concerns about the lack of transparency within publicly funded animal shelters and the retaliation faced by those who speak out. These issues undermine public trust, endanger animals, and silence the very people working to protect them.

We, the undersigned, call for immediate action to ensure that taxpayer‑funded shelters operate with integrity, openness, and accountability   and that the individuals who expose wrongdoing are protected, not punished.

We demand the following:
1. Full Transparency in Publicly Funded Animal Shelters
Mandatory public access to shelter records, including intake numbers, outcomes, euthanasia logs, veterinary care, and incident reports.
Clear, timely responses to Public Records Act requests without obstruction or delay.
Public posting of shelter statistics, policies, and contracts with third‑party organizations.
2. Independent Oversight and Accountability
Creation of an independent oversight body or auditor to review shelter operations, investigate complaints, and ensure compliance with state and local laws.
Regular, unannounced inspections of shelters and contracted facilities.
Enforcement of consequences for agencies that violate transparency laws or animal welfare standards.
3. Legal Protections for Rescuers, Advocates, and Whistleblowers
Strong anti‑retaliation protections for individuals who report neglect, abuse, mismanagement, or violations of law within shelters.
Protection from harassment, intimidation, or defamation by government agencies or contracted organizations.
