All the states in the country have their own exclusive state capitals( some even have more than one) apart from Punjab and Haryana. Haryana was carved out of Punjab through the implementation of Punjab reorganization act in 1966. Chandigarh was supposed to be a joint capital only  until Haryana got its own capital. Therefore Chandigarh should be awarded to Punjab.
