Opposing the Proposed Snowy River Carbon Sequestration Project

The Issue

We, the undersigned residents, landowners, and concerned citizens who strongly oppose the proposed Snowy River Carbon Sequestration (CCS) Project, proposed by Denbury Carbon Solutions, LLC (an Exxon Mobil subsidiary).

Our objections include:

● Lack of meaningful public input. The Bureau of Land Management’s public notice and participation process failed to provide our community with a genuine opportunity to participate in scoping or decision-making; outwardly denying entering into a Cooperative Agreement with the County Commissioners.

● Disruption to agricultural operations. Industrial construction will bring invasive species, broken fences, opened gates, and other harms to long-standing ranching and farming activities.

● Serious safety risks. CO₂ pipelines and injection wells are inherently risky. Denbury’s own pipeline ruptured in Satartia, Mississippi in 2020, hospitalizing dozens and causing permanent injuries. Existing ruptures in Powder River County, Montana further highlight the risk to local ranchers, livestock, and emergency responders.

● Groundwater contamination threats. Stored CO₂ can dissolve heavy metals into water supplies. Seismic activity or incorrect modeling could compromise the caprock seal, contaminating drinking and stock water with CO₂, carbonic acid, and heavy metals.

● Damage to wildlife habitat. The project area is designated priority sage grouse habitat and supports a healthy wildlife population that could be irreparably harmed.

● Incomplete environmental review. The Bureau of Land Management has not completed an Environmental Impact Statement (EIS) for this project.

● No local benefit. This project offers limited to no benefit to Carter County residents while imposing significant risks and disruptions.

Therefore, we, the undersigned, respectfully urge the Montana Congressional Delegation, the State of Montana Legislature, the Governor of Montana, the Bureau of Land  Management, and the U.S. Department of the Interior to deny permits and approvals for the Snowy River CCS Project and to protect our community, our land, our water, and our livelihoods.
