The Issue
Attention Motorsports Community !! Sign this petition for the Mayor and Parks ASAP ! The motorsports community that supported a O’ahu Honolulu City Public Track for the last 15 to 20 years has busted their buts to get this done, with Resolution 18-073 and 18-265 and the Hawaii State SCORP ( Statewide Comprehensive Outdoor Recreation Plan ) so that the National Park Service finally approved in June 2025 to allow Motorsports Recreation on the City Park Property from the Navy after 27 years. Now that the City has finalized the Property Transfer and approvals acquired, all the guys that tried to do a track before are now saying they want to control and manage it and want to submit a proposal to take over. Yeah and you guys know who all those people are. So if you want to keep this Public Race Track park project Public for equal use by the PUBLIC and all motorsports' people... and not let it go to people who are going want to control and take over it, after they were against it and everything they tried failed, then sign this petition to support forming a DPR ( Department of Parks & Recreation) City Track User’s Advisory group vrs controlled or assigned to a private entity through a RFP ( Request For Proposal) . Sign this petition on the basis of following legal grounds for the benefit of the City and County of Honolulu Oahu motorsports community to the Mayor Honolulu and Department of Parks and Recs
First ground: DEED covenants and terms of “Public Benefit Conveyance”:
1) The Transfer of the 400 Acres of Navy Property to the City and County of Honolulu through the National Parks Service's " Federal Lands To Parks Program " is by Federal Law and the Deed of the Conveyance is property that " shall be used and maintained exclusively for public park and public recreational purposes for which it was conveyed in perpetuity “. It was deeded to the City and County of Honolulu (CCH) to be a City Public Park under the Department of Parks and Recreation (DPR). Thus part of the DPR inventory of Public Parks facilities. The deed also stipulates that the property shall not be " assigned " and must be only to a "governmental agency”.
Second ground: Community Public Domain;
2) No CCH DPR Public Park Facility under Oahu such as its; Tennis Courts, Swimming Pools, Soccer Fields, Baseball Fields or Skateboard parks are assigned or controlled or managed by a private outside entity of interest. All CCH Park Facilities are managed and maintained by DPR. There are user groups that participate in organized games and events, but these groups do not dictate control of these facilities. Just like reserving a camping spot or scheduling a little league baseball game season, it is coordinated through the DPR program.
Third ground: Background history of Motorsports entities on Oahu;
3) Prior Entities of Motorsports venues and racetracks on Oahu have left a black mark in the sport with illegal non permitted activities, tax dept, illegal dumping, permit non-compliance and fierce fighting over control of its facility and revenue.
All attempts, on Oahu by private entities (who were in strong opposition of this Reso18-073 City Public Track), for a private race-track facility effort has FAILED .
These entities that were shut down or efforts failed are now interested in being contracted for the control and management of the new City Public Track Project.
Fourth Ground: City Public Track Project should be under the DPR;
4) For the past 27 years community public motorsports user groups have lobbied for a Public City Track. These user groups advocated Resolutions 18-073 and 18-265 for the Development of a City Public Track and to expedite the Deed Transfer of the BRAC property. These individuals also participated in the 2021 SCORP (Statewide Comprehensive Outdoor Recreation Plan) so that the National Park Service would finally allow the Park property June 2025 to be used for Public Motorized Recreation.
The goal and publics dedication to this project for 27 years was to have a Motorized Recreation Public Park equally fairly opened to the public and NOT to be run and controlled by one entity.
This is an official Department of Parks and Recreation (DPR) Public Park and this City Motorsports Park should be operated in the same manner.
We are aware that there are specific technical experiences expertise that come with Motorsports just like any other sport. Hence, to assist DPR with this Public City Motorsports project, there should be a Special Advisory Support User Group strictly under DPR and it should be created to assist and advise the City on this Project.
This structure can be a mayor’s advisory committee or a council or a DPR committee comprised of user groups moderated by a DPR staff person. However, to hand it over or " assign" to one specific Private race entity to control it, is NOT in line or in compliance with the purpose of the “Public Benefit Conveyance ", nor the mission and intent of the NPS Federal Lands to Parks Program .
