The Issue
These are some of the faces of foster care. The systems meant to protect them fell short. They failed to protect these kids. Many children linger in foster care lacking an advocate who will champion their interests. This is why we support legislation to create the Office of the Child Advocate, a bi-partisan bill meant to keep kids safe and hold systems accountable placing what is in the best interests of the child at the forefront of decisions.
Nationally, New Jersey performs poorly for kids who are re-entering foster care and kids who can't be reunited with their biological families. These kids (and many like them) will linger in uncertainty despite laws requiring they be placed in permanent, safe families.
Other vulnerable groups have an advocate who champions their cause. Why not kids in foster care who have no one to speak up for them?
A1156/S1969 creates the Office of Child Advocate/Ombudsman to ensure the provision of effective, appropriate, and timely services for children at risk of abuse and neglect in the State of New Jersey to:
- Ensure that children are served adequately and appropriately by the State.
- Ensure child welfare systems provide effective, appropriate, and timely services for children with relevant statutes, rules, regulations, and policies so that children can thrive;
- Accountable to the governor, legislature, and general public about systemic issues relating to the child welfare system and other services provided to children; and
- Establish a 24-hour toll-free telephone hotline to request assistance or file complaints without concerns of retaliation from the Department.
