Ban the sale and use of fireworks to the public in Nova Scotia

Ban the sale and use of fireworks to the public in Nova Scotia
The Issue
The increasing amount of private residential fireworks in HRM happening is beginning to become unacceptable.
Fireworks are known to cause an unnecessary level of stress in animals of all types (dogs, horses, wildlife, etc) as well as people with PTSD and those with disabilities. The effects of fireworks can last anywhere from minutes to hours or days.
Not to mention they're just overally annoying in general.
There is currently a bylaw in HRM prohibiting residential fireworks, bylaw N-200:
" This By-law shall be known as By-law Number N-200, and may be cited as the "Noise By- law". 3. (1) No person shall engage in any activity that unreasonably disturbs or tends to disturb the peace and tranquillity of a neighbourhood."
With the exception of a few choice days of the year - New Years, Canada Day and Natal Day, this bylaw covers fireworks ANY TIME OF THE DAY.
Since there appears to be no enforcement of bylaw N-200, perhaps its time to take it a step further in banning the sale and use of private use and residential fireworks in its entirety in Nova Scotia.
