Needed Change to YouTube's Copyright Claim System

Needed Change to YouTube's Copyright Claim System
The Issue
For many years, YouTube has made it easier and easier for people known as "haters" or "trolls", to file False Copyright Claims on Content they do NOT legally own. They do this to Creators they dislike for one reason or another.
This causes new and established Creators to second guess their existence on the YouTube platform. And it creates a very toxic environment overall.
A person simply fills out a webform with any name or address information, then chooses what videos they want to "strike". Claiming Artwork (Icons, Logo's, etc) as their own. Once the webform is maxed out to 10 Video's, they submit the form. They don't care that this is an actual LEGAL process. If YouTube's "automatic algorithm" catches the submitted webform, the targeted channel receives Copyright Strikes and/or Termination instantly.
SOLUTION:
YouTube needs to require a form of legal identification in order to submit/process Copyright Claims. State issued photo ID's would be best (Drivers License, Sheriff's ID, etc). This will ensure the number of false strikes decreasing dramatically.
