Petition to allow Sailors to use wizard sleeves with their uniforms. Instead of using one of the two buttons closest to each other, help allow American sailors to use the button allowing maximum cuff access. 
Wizard sleeves are much more comfortable than fully buttoned sleeves.

The regulation would be allowing uniforms to be worn with wizard sleeves but requiring buttoned sleeves during times when a sleeve can get caught.
