The Issue

There are 76 members of Congress that have been in office for more than 20 years with another 50 members completing 15 years this year in 2020. I believe that the division is this country has started from a culture within our Congress, with an unwillingness to work together due to party lines between Republicans and Democrats. Of the 110 current leadership positions in Congress, 65 of them are currently being occupied by these 126 members of 15+ years.

My proposal is for term limits to be set. Congressional service should be just that: service, not a career. We need to break the culture of career politicians with 20 year long vendettas toward other members. This leads Congress to take forever to pass meaningful legislation. According to the Gallup Poll, Congress averaged a 25.5% approval rating in 2019, and a 26.9% approval rating so far in 2020. 

I propose that term limits should be set as follows:

A limit of 2 Senator terms, 6 years a piece (the current mandate in the Constitution), totaling 12 years of service;

A limit of 4 House of Representative terms, 2 years a piece (the current mandate in the Constitution) totaling 8 years of service;

No one individual can be a member of Congress in excess of 12 years. Meaning, they could also serve one Senate term and then 3 terms in the House of Representatives. 

With a shot clock being set on them, Congress will need to get to work rather than just waiting out bills. They will be forced to work together to pass meaningful legislation or be forced to watch their time limit expire for someone more effective to replace them. 

I believe this to be a necessary change to:

1) Hold Congress accountable for the time they are using

2) End decade long feuds between stubborn political rivals

3) Create an additional check and balance for the Legislative branch and return more power to the people
