End Former NY Police Commissioner Raymond Kelly's Relationship with Memphis

We demand that the Memphis Shelby Crime Commission and the City of Memphis sever ties with Raymond Kelly and that no recommendations from him or his firm are implemented by the city or the police department. We request that the City and the bipartisan board, Memphis Shelby Crime Commission, find a response to crime that considers the economic and social disadvantages which a large portion of its residents face and solve for those. We request that the City and Memphis Shelby Crime Commission address crime through a restorative social justice lens instead of a punitive, racially inequitable one that will further damage our community and community-police relations. 

In September 2016, news broke that the Memphis Shelby Crime Commission hired former New York City Police Commissioner Raymond Kelly and his consultancy firm to evaluate and advise on the issue of crime in Memphis, TN. This act was one of the first initiated by newly announced Executive Director, Bill Gibbons.

During his tenure as New York City Police Commissioner, Raymond Kelly was a proponent of "data-driven" and "broken windows" policing. It was also during his time at the helm of NYPD that stop-and-frisk encounters soared. In 2013, stop-and-frisk was deemed unconstitutional by Judge Shira Scheindlin who wrote in her opinion that stop-and-frisk is a "policy of indirect racial profiling.” To give more light to the prejudicial nature of stop-and-frisk policing, it is important to note that in 2011, 700,000 New Yorkers were stopped by police. 90% of those stopped were innocent. 87% of those stopped were Black or Latinx. When asked if stop-and-frisk would be considered by the Memphis Police Department, Police Director Michael Rallings stated on a Commercial Appeal podcast that all avenues would be considered. A few days later, he said that stop-and-frisk would not be considered. 

While 2016 has shown a rise in homicides in the City of Memphis, it has also shown a continued state of economic disparity, disenfranchisement, discriminatory policing, inequitable education and more that is causing youth and adults to be disconnected. Bringing the outside policies of Raymond Kelly, a man known to have racial bias in his policing tactics to solve only for the issue of crimes, is not the holistic approach that Memphis needs to tackle its issues.
