My name is Tangela Clark and my Beautiful daughter Tamara Clark was an innocent bystander murdered in a drive-by shooting in Springfield, Massachusetts. Video surveillance captured the vehicle involved in her murder. The vehicle involved was a rental vehicle rented by another party for the purposes of this shooting. Due to current laws in place the renter of the vehicle cannot be charged even though they knew who pulled the trigger. I would like the state of Massachusetts to implement Penal Code 26100 PC-California Drive-by Shooting Law which states: “It is a misdemeanor for a driver of any motor vehicle or the owner of any motor vehicle...to permit any other person to...bring into the vehicle a firearm... Any driver or owner of any vehicle...who knowingly permits any other person to discharge any firearm from the vehicle is punishable by imprisonment in the county jail for not more than one year or in state prison for 16 months or two or three years. Any person who willfully and maliciously discharges a firearm from a truck or vehicle at another person other than an occupant of a motor vehicle is guilty of a felony punishable by imprisonment in state prison for three, five, or seven years.” My beautiful daughters murder has not been solved although authorities had the renter of the vehicle who would not speak as to who the vehicle was rented for. My hope is that with this law the renter would be charged for not only providing the vehicle but also withholding information from the authorities.
