Mandatory Illegal Narcotic Reporting system to law enforcement

The Issue

ANYBODY who tests positive for cocaine or other hard illegal narcotic street drug in any work place, health care facility including hospitals, and others - is mandatory to turn over the urine or blood results to law enforcement with said positive results.

People who use hard illicit drugs is a threat to themselves and the community is therefore exempt from HIPPA laws.  Damage from drug abuse is expensive for the health care system to treat with high rate of recidivism, and wasteful for Medicaid and Medicare systems.

Law enforcement is authorized to interview the patient or client who tested positive for cocaine or other hard street drug.

The patient or client must cooperate or be legally charged with obstruction of justice.
