Make Catcalling and Street Harassment a Punishable Offense
The Issue
I am a citizen of India, a 13-year-old female, and a frequent target of catcalling and street harassment. I am deeply concerned about the daily harassment that women and girls face in the form of inappropriate comments, gestures, and behavior in public spaces.
Though many tend to overlook this issue, we must acknowledge the serious harm it causes. Girls as young as 9 have been subjected to catcalling, and a majority of women and girls experience this almost every day.
Catcalling is not a minor issue, it is often the first step in a pattern of behavior that can escalate into more serious crimes, including sexual assault and raping. It impacts mental health, creates constant fear and anxiety, and restricts our freedom to move safely in public. It also reinforces a culture where disrespect toward women is normalized.
If things stay the same, millions of girls will keep living in fear and silence. But if we act now, we can create safer streets and a culture that truly respects women.
Every day we delay allows more harassment to happen. Immediate action is necessary to protect the next generation and show that India does not tolerate public abuse.
Currently, there is no clear or direct legal punishment for catcalling, which allows many offenders to walk free. Reporting such incidents is difficult, and victims are often not taken seriously.
I urge the Ministry of Women and Child Development and the Government of India to recognize catcalling as a punishable offense under Indian law. A specific law will send a clear message that any form of public harassment is unacceptable, and it will help create safer streets for all.
