Let Foreign Exchange Students Play Varsity Sports in Texas

The Issue

The University Interscholastic League (UIL) has approved a rule change that could ban foreign exchange students from playing varsity sports in Texas starting next school year. This proposal still needs approval from Education Commissioner Mike Morath. If it moves forward, it would deny hundreds of students a meaningful and life-changing part of their time in our schools.

Varsity athletics are more than just competition. They help students connect, build friendships, and feel part of a community. For many exchange students, joining a varsity team is the first way they feel included in Texas life. It is how they meet classmates, learn teamwork, and experience something truly American. Taking this away isolates them and sends the wrong message about who belongs.

Yes, we should always strive for fairness in high school sports. But exchange students are not the reason for competitive imbalance. These young people come here for cultural exchange and personal growth, not recruitment. Punishing all of them for the actions of a few programs is unfair and shortsighted.

This rule will not fix the problems some districts have with open enrollment or athletic waivers. It will only take away a unique and valuable part of the exchange experience. Students will miss out on earning varsity letters, playing in front of their peers, and representing their schools in a way that creates lasting memories.

We urge Commissioner Morath to reject this proposed rule and instead work with the UIL to find solutions that promote fairness without excluding entire groups of students. Let’s keep Texas a place that welcomes global exchange and offers opportunity to all who walk through our school doors.
