Large companies such as Comcast Cable TV Company sell contract labor jobs to many smaller contractors nationwide. Gordon Industries operating in Houston Texas is one such company. They hire desperate people and work them for a few weeks then they end the employment of the individuals. When time comes to pay people Gordon simply does not pay. This sub sub contracting without compensation is a crime and it is occuring every where in America in many industries. Delivery drivers, sat and cable TV installers are known groups but I am sure there are others.
