The Issue
For almost a decade, photographers in Laguna Beach have been burdened by an outrageous policy that requires all photographers to obtain a permit to photograph on public beaches. This policy not only imposes a hefty $100 fee but also restricts the number of permits issued per time slot and during high tides. The city enforces this rule through park rangers and lifeguards, making it even more difficult for photographers to carry out their work.
Many of us are not conducting commercial photoshoots or events; we are simply capturing the beauty of our surroundings or creating memories for our clients. Yet, we are being treated as if we were exploiting public property. Our clients cannot afford to pay $100 on top of our rates just to shoot at a beach that is not even classified as a state park.
The lengths the city will go to make photographing on Laguna Beach unattainable is unacceptable and should not be allowed. We understand the need for regulation, but this policy goes beyond what is reasonable or fair.
We urge the City of Laguna Beach to reconsider this restrictive policy. If they refuse to remove it entirely, then at least lower the fee substantially so that it does not pose such a significant barrier for photographers and their clients. Offering an annual fee option at a lower rate would also be another option we would consider.
