Force The City of Chicago and Chicago Police to Retain Dash Cam and Rail System Video!

The Issue

In light of the recent death of LaQuan McDonald and others captured on dash cam video in which the Chicago Police were forced to release dash cam video more than a year after the fact, I am requesting that a State and Federal Law be created that mandates that the City of Chicago retain dash cam and rail system video recordings based on the longest statute of limitations for civil rights violations, at least 3 years!And that this video be made available to the public immediately via the Freedom of Information Act when it involves a contested incident, arrest and  wrongful death. They are not following their own Internal Policy "In Car Video Systems Special Order S03-05 which requires them to retain video indefinitely on all arrests and incidents.

I, myself, have been the victim of a contested arrest caught on both dash cam and rail system video by Chicago Police and Chicago Transit Authority. I took a picture of a Chicago Police Squad car and was chased down, stripped naked, restrained, and traumatized in custody. I would have won my case had the City of Chicago released both dash cam and rail system video (since the incident happened under a "L" stop). I suffered egregious harm.

I don't want anyone to go through what I or LaQuan McDonald suffered. A State and Federal Law mandating the recording, maintenance and availability of dash cam and rail system video would alleviate the challenges of injustice and provide needed evidence of the facts for all to see.
