RCMP should not investigate themselves, able to destroy evidence

The Issue

Part of the problem is that when one makes a complaint about the RCMP to the Civilian Review and Complaints Commission for the RCMP, the RCMP investigate themselves first.  Evidence can be destroyed before the Civilian Review and Complaints Commission for the RCMP gets the chance to investigate.

As in Ian Bush's case from Houston BC where Ian Bush was shot in the head by an officer right in the detachment after drinking beer, the CRCC final report states that New Westminster RCMP investigated, but I know at least one of the officers investigating, either worked and/or lived in a neighboring town to Houston in Kitwanga.  These are small BC towns where people know each other.

Here is a link to how the complaint process works when you make a complaint about an RCMP officer.  First thing is the RCMP investigate themselves.  If the complainant is not satisfied with the RCMP's investigation, only then can the complainant ask the Civilian Review and Complaints Commission for the RCMP to investigate.   https://www.crcc-ccetp.gc.ca/en/complaint-and-review-process-flowchart

The solution is to have an independent body collect the evidence from the RCMP and provide it to the Civilian Review and Complaints Commission before the RCMP even know there is a complaint filed against them.

If RCMP officers were not investigating other RCMP officers before the Civilian Review and Complaints Commission for the RCMP can investigate, it would help to restore public confidence in the justice system.
