Justice for RRB JE CEN 03/2018 Standby Candidates

Sub: Request for empanelment of medically fit (standby) candidates under Special Indent/ Diversion Panel of RRB JE under CEN-03/2018 – reg.
Respected Sir,
With all due respect to the established rules and procedures of the Honorable Railway Recruitment Board’s, we would most humbly like to submit that we are a group of medically fit JE candidates of 21 different RRBs and are placed under standby/ waitlist against notification no. CEN-03/2018 (JE, CMA, DMS) of Electrical, Mechanical, Civil, ECE, S&T branches under which total nos. of 13487 vacancies (including UR, OBC, SC, ST) were notified for JE post in 2018.
It is further submitted that various RRBs conducted the centralized examination in two stages of computer-based test (CBT) followed by the Document Verification (DV) and Medical examination. Subsequently, an additional 50% of the candidates were called up for document verification as well as Medical examination long back in 2019 based on merit indices of CBT-1 & CBT-2.
Attention of learned authorities is drawn towards Para 14.4 of CEN- 03/2018 which stipulates that “an extra standby will be considered for empanelment only if there is a shortfall in empanelment from the merit list or/and as replacement against the shortfall against the non-joining of recommended candidates in the working post or/and any other special requirement if required by the indenting Railways”.
Moreover, RRB vide circular no. 2021/E(RRB)/23/09 dated 22.10.2021 has stipulated that the vacancies arising because of the death or resignation of an incumbent within a span of one year from appointment should not be treated as fresh vacancies and that should be immediately filled from the reserve list if any fresh panel is not available by then. Considering the above circular issued in the interest of hopeful aspirants, various waitlisted candidates has time and often visited their respective zones/ divisions/ boards, but in vain till date.
In this connection, it is also pertinent to mention that based on various data provided under RTIs, statement of Hon’ble Ministers in their respective houses and Respected Chairman’s of various boards and oral assurances suggests that presently all RRBs have numerous vacant posts including backlog vacancies under
CEN 03/2018. However, till date, numerous RTIs are dealt in frivolous manner and inaccurate or incomplete data is provided. At times, we are conveyed regarding expiry/ validity of panel from one of the RRBs whereas on the other hand, same RRB did release a fresh empanelment within a short span. As such, it has caused huge inconvenience as well as difficult to digest these facts.
I would also like to draw attention towards the recruitment of ALP vide Recruitment Notification number 01/2018 wherein complete panel released by RRBs has been fully absorbed. A copy of circular dated 14.05.2022 in this regard is enclosed for your kind reference please. Due to COVID-19 pandemic, preceding two years i.e. 2020 as well as 2021 has not been spent under ordinary and normal conditions. As a result, all STANDBY CANDIDATES of various RRBs as well are suffering severely from financial problems for sure as well as mental harassment at the end. Our future is full of uncertainties at this stage. Many of us have crossed the upper age limits thereby being ineligible for various posts and may not be ever eligible for upcoming recruitment of RRBs itself as well considering the delay in various recruitments. We all are facing quite difficult times including our family/ dependents to support amidst severe pandemic. Most of us are suffering from mental harassment as well to a greater extent from our societies and surrounding.
However, amidst all these, there are rays of hopes in between considering the fact that within a span of approximately two years, numerous waitlisted candidates have been empanelled through replacement panel. It is also observed that significant number of posts are yet to be filled in various RRBs. Attention is also drawn towards directive principles of state policy mentioned in Part 4 of our constitution that envisages the concept of WELFARE STATE reflecting the idea of socialism and aims at providing social and economic justice.
In view of the above submissions, it is once again most humbly requested that Railway Requirement Boards has conducted single centralized examination and its cut off was too high varying as per high competition level in different zones. Since we all have already cleared both CBTs and found fit in DV & medical examination, it is requested to kindly prioritize this issue and give us utmost importance and process accordingly for our appointment. We do assure that we are ready to work in either part of country and kindly:
1. Request for SPECIAL INDENT/ DIVERSION PANEL from Railway board for standby candidates.
2. Give us priority over others in newly created vacant seats as notified by our respected Railway Minister in the Upper House of the Parliament.
We shall be duty bound to you for this forever in our lives.
