JUSTICE FOR RILEY: Demand Felony Charges and Removal of Saline County Attorney J. Reynolds

The Issue

My name is Jarron Turnbull. I have worked in emergency medical services for nearly six years. In my career, I have seen firsthand the devastating consequences of negligence on our roads. I have dedicated my life to saving others, but on October 17, 2025, the system failed my own family. My cousin, Riley Faris, was killed in Brookville, Kansas, when he was hit from behind while riding his motorcycle. He was a beloved son, brother, uncle, and friend.

I am starting this petition because from my heart as a medical professional and first responder, I cannot stand by while a loss of life is treated as a minor administrative error. Riley’s death was preventable, and the response from the Saline County Attorney’s Office has been nothing short of an insult to his memory and to the safety of every Kansan.

On October 17, 2025, Riley Faris was riding his motorcycle in Brookville, Kansas, when he was rear-ended and killed by Kiley Barnett. Riley’s life was cut short by a driver who, according to the current charges, was operating a vehicle on a suspended license, without insurance, and following too closely. Despite the death of my cousin and the driver’s illegal status on the road, the Saline County Attorney’s Office has refused to file felony charges. Currently, the driver is only being held accountable for administrative and traffic infractions. The legal equivalent of a "slap on the wrist" for what my family views as a murder.

When Riley’s family met with Saline County Attorney John Reynolds over the phone for an update on the case, his response was a heartless dismissal of human life. He told Riley’s grieving mother and brother:

       “That’s just the kind of thing that happens when you ride a motorcycle.”

This statement is a blatant admission of prejudice. It suggests that in the State of Kansas, or particularly Saline County, if you ride a motorcycle, your life does not matter and is forfeit, and those who kill you will not be fully prosecuted. This is a gross neglect of duty and a violation of the equal protection promised to every citizen.

My family’s demands:

We refuse to let Riley’s death be dismissed as just something that happens. We demand:

  1. The charges against Kiley Barnett be upgraded to the highest extent of the law. Under K.S.A. 21-5403, a killing committed "unintentionally but recklessly under circumstances manifesting extreme indifference to the value of human life" is Second-Degree Murder. 
    At a minimum, this must be prosecuted as Involuntary Manslaughter (K.S.A. 21-5405), a Level 5 Person Felony.
  2. Removal of John Reynolds for Ethical Misconduct: We call for the immediate resignation or removal of Saline County Attorney John Reynolds for violating his oath of office and the Kansas Rules of Professional Conduct (KRPC):
    1. The Broken Oath of Office Under K.S.A. 54-106, John Reynolds took a solemn oath to "faithfully discharge the duties" of his office. A County Attorney’s most sacred duty is to serve as a Minister of Justice. This means applying the law equally to every citizen, regardless of whether they walk, drive, or ride. By dismissing Riley’s death as an "occupational hazard" of riding a motorcycle, Mr. Reynolds has breached that oath. He has replaced the law of Kansas with his own personal bias, proving he is either unwilling or unable to faithfully protect the rights of all Saline County residents.
    2. KRPC 3.8 (Minister of Justice): A prosecutor is a "minister of justice," not just an advocate. By dismissing a fatality based on the victim’s vehicle, he has failed his duty to see that justice is accorded to all.
    3. KRPC 8.4(d) & (g): His comments are "prejudicial to the administration of justice" and reflect a bias that renders him unfit to practice law or serve the public impartially.
      K.S.A. 74-7333 (Crime Victims Bill of Rights): He has failed to treat Riley’s family with the "courtesy, compassion, and respect for their dignity" mandated by Kansas law.
  3. Attorney General Oversight: I will be mailing a letter this week to call on Kansas Attorney General Kris Kobach to appoint a special prosecutor to take over this case, as the current County Attorney has demonstrated a clear bias that prevents a fair and impartial pursuit of justice.

My cousin, Riley Faris, mattered. His life was not simply a statistic, and his death was not "just something that happens."

We love and miss you Riley.
