Six innocent puppies, just three weeks old, were thrown from a moving car on a Utah highway.

Two died. One was severely injured. The rest were traumatized.

According to the Davis County Sheriff's Office, the man accused of this crime also abandoned the puppies' malnourished mother on the side of the road, where she collapsed repeatedly from exhaustion before rescuers intervened.

This is not just animal neglect. This is torture.

The suspect, 25-year-old Memphis Lor, now faces seven felony charges for torturing companion animals. But despite the severity of these charges, he was released from jail the very same day he was arrested.

We cannot let this cruelty go unanswered. That’s why we’re calling on Davis County prosecutors and the presiding judge to pursue and impose the maximum sentence allowed under Utah law for each count of animal torture.

Letting someone walk free after this kind of violence sends the message that animals are disposable and abuse has no real consequence. But these puppies mattered. Their lives, and the pain they endured, deserve recognition in a court of law.

Countless Utah residents consider pets family. They deserve a justice system that protects animals from violence and holds abusers fully accountable. Prosecutors and judges have discretion in sentencing. In this case, that discretion should be used to send a clear message: Animal torture will not be tolerated in Davis County.
