Supreme Court of India Order on Community Dogs (Stray Dogs as Addressed by Media and Supreme Court of India): A Violation of Law, Dharma, and Compassion

The recent Supreme Court of India order dated November 7, 2025 directed the removal of community dogs from schools, hospitals, bus stands, railway stations, and sports complexes, mandating their relocation to shelters after sterilisation and vaccination, with explicit instructions that they must not be returned to their original territories.

🐾 Animals as Part of Nature
Animals are integral to nature. Just as we accept thunder, lightning, or rain, we cannot complain about the existence of other creatures. 🌍 Earth belongs to all living beings — not just humans. With India’s population now at 1.47 billion in 2025, the real issue lies in unchecked human expansion, not in troubling innocent animals for human mistakes.

---

🚫 Illegal Breeding Must Be Addressed
Illegal dog breeding and unlicensed pet shops fuel abandonment and cruelty. Reports estimate thousands of unregistered breeders across India, creating a market worth over ₹1000 crore annually. This unchecked industry worsens the community dog situation and must be curbed through strict enforcement.

---

📰 Media Bias and Human Responsibility
Every dog–human conflict is rooted in human actions. Animals cannot speak or represent themselves in court, yet they are blamed. Some of the Media often portray animals as aggressors, while ignoring that no animal attacks unless provoked — often by negligence, harassment, or a history of cruelty. Lakhs of cases of animal cruelty occur daily, but they rarely make headlines.

---

🐕 Importance of Community Dogs
Community dogs are natural guardians. In July 2025, an Indie puppy in Himachal Pradesh alerted villagers to a flood, saving over 60 lives. There are countless instances of animals protecting abandoned children or warning humans of danger. Removing them destabilizes ecological balance and even increases risks like theft in neighborhoods.

👉 Separating animals from their loved ones, their companions, or their familiar territories is not ethical treatment. Just as humans suffer when separated from family, animals too experience distress when torn away from their bonds and environments.

---

🌍 Personal Observation
I have visited many places with community dogs and never faced issues. Even as a stranger, they never troubled me — they sense intent and vibes. A small act of kindness, like offering food, earns their loyalty for life. Unlike humans who may betray, animals remain steadfast companions. Instead of targeting them, society must address pressing issues like serious crimes such as rape and murder cases, where culprits often go unpunished.

---

📜 Sanatan Dharma and Ancient Texts
Indian manuscripts — the Vedas, Puranas, and Bhagavat Mahapuran — emphasize compassion, coexistence, and vegetarianism. Every deity has an animal companion:
- 🐂 Nandi (Shiva’s bull) ,Cow as Mother🐄, Pig as Varaha( Lord Vishnu)
- 🦅 Garuda (Vishnu’s eagle)
- 🦁 Lion (Durga’s vahana)
- 🐒 Hanuman, the Monkey God
- 🐕 Dogs as vahana of Lord Kal Bhairav

Likewise, every God and Goddess mentioned in the Puranas has an animal or bird linked with them. Many animals and birds are revered in ancient Indian tradition. Similarly, many other cultures and traditions across the world also consider animals and birds as spiritual beings.

The Devi Mahatmya (Durga Saptashati, Adhyaay 11) explicitly describes punishments in hell for animal cruelty. Spiritually, harming animals violates Dharma; legally, it violates Article 51A(g) of the Indian Constitution, which mandates compassion for all living creatures.

---

❤️ Animal Lovers as Guardians
Animal lovers across India consider animals as their children and act as their guardians. In a democratic nation, the emotions and rights of these citizens must be respected. The Bharatiya Nyaya Sanhita (BNS), 2023, through Section 325, strengthens animal protection by replacing IPC Sections 428/429 with clearer provisions against cruelty.

👉 However, BNS still needs further laws to improve animal protection and impose much stricter punishments for animal cruelty — not court orders that target innocent animals.

🏚️ Why Shelters and Pounds Are Not the Solution
Dumping healthy community dogs into overcrowded shelters or pounds is neither humane nor practical. Most shelters in India lack adequate caretakers, food, medical facilities, or space. Confinement leads to stress, disease spread, and aggression among animals. Instead of warehousing them, the proven humane solution is sterilization, vaccination, and return to their territories.

---

🏛️ Institutions and Protests Against the November 7, 2025 Order
Many institutions across India have responsibly cared for community animals on their premises and have objected to the Supreme Court’s order. Legal experts have called the directive “absolutely illegal and unimplementable”.
Protests are being held across India against the recent Supreme Court order.

📊 Media Polls in Favour of Community Dogs:
- A Times of India poll (Nov 2025) revealed that 74% of respondents supported coexistence with community dogs, rejecting relocation to shelters.

---

📅 Timeline of Supreme Court Orders on Community Dogs
- Aug 11, 2025: Court upheld ABC Rules, 2023 — sterilization, vaccination, and return to territory.
- Aug 22, 2025: Court reiterated relocation is not a solution.
- Nov 7, 2025: Court ordered removal and relocation, contradicting earlier rulings.

---

🚨 Conclusion
Relocating community dogs is a legally flawed, ethically unsound, and socially harmful act. India must uphold its laws, crack down on illegal breeding, correct media bias, and honor its civilizational values of compassion. Humane solutions — sterilization, vaccination, and coexistence — are the only sustainable path forward.
