The Issue

My name is Azaelle and I am the niece of Manuel Boitel, a 61-year-old man who was killed in a wrong-way crash on the Taconic State Parkway.

On the night of his death, my uncle was simply driving home. He was a working New Yorker, a beloved family member, and a kind, gentle person who mattered deeply to those who knew him. His life deserves to be remembered for more than the circumstances of how it ended.

The driver who caused the crash was an off-duty NYPD sergeant, Tiffany P. Howell. Because a law-enforcement officer was involved, this case carries understandable public concern about whether the investigation and any charging decisions will be handled with full transparency and fairness.

My family is not asking for special treatment.

We are asking for equal treatment under the law and for a process the public can trust.

When crashes involve civilians, accountability is often swift and clear. When they involve police officers, families are too often left waiting in silence, unsure whether justice will truly be pursued. That uncertainty adds to the grief.

We respectfully call on the appropriate authorities to ensure that this case is handled openly, independently and without delay.

We ask for the following:

  • Full transparency regarding the investigation, including the public release of toxicology results when legally permissible.
  • Independent and impartial review of the case by the appropriate prosecutorial authorities.
  • Clear communication with the public and the Boitel family regarding investigative timelines and charging decisions.
  • Equal application of the law, consistent with how any civilian involved in a fatal wrong-way crash would be treated.

This petition is about accountability, dignity, and trust — not vengeance.

It is about honoring Manuel Boitel’s life by ensuring that his death is taken seriously and not quietly forgotten.
