To Whom It May Concern,

We, the undersigned, are writing to petition for stricter penalties for drivers who hit motorcycles while driving negligently. Too often, drivers who cause accidents with motorcycles are let off with minimal consequences, despite the fact that these accidents can easily result in life-changing injuries or even death.

According to the National Highway Traffic Safety Administration (NHTSA), in 2018, 4,985 motorcyclists were killed in motorcycle accidents in the United States. Of these fatalities, 66% involved collisions with passenger cars. In many cases, these accidents were caused by drivers who were driving recklessly 

We understand that many drivers may not intend to cause an accident with a motorcycle. However, we believe that drivers must be held responsible for the consequences of their actions. This includes taking steps to avoid accidents with motorcycles, such as checking blind spots and giving motorcycles plenty of space on the road.

Therefore, we respectfully request that you consider implementing stricter penalties for drivers who hit motorcycles while driving negligently. We believe that this is an important step in creating safer roads for all drivers, and in ensuring that drivers understand the gravity of their actions.

**Jordan Law for Vulnerable Road Users**

**Section 1: Title**  

This act shall be known as the "Jordan Law for Vulnerable Road Users," designed to enhance the protection of pedestrians and motorcyclists on public roadways.

**Section 2: Definitions**  

For the purposes of this law:  

- "Vulnerable Road Users" refers to pedestrians, motorcyclists, and any individuals not operating motor vehicles on public roadways.  

- "Electronic Communication Devices" refers to any handheld device used for communication, including but not limited to mobile phones, tablets, and similar devices.

**Section 3: Amendments to 625 ILCS 5/12-610.2**  

Subsection (e) of Section 12-610.2 of the Illinois Compiled Statutes is amended as follows:  

1. A person convicted of violating subsection (b-5) by using an electronic communication device while operating a motor vehicle commits a Class 4 felony if the violation resulted in great bodily harm, permanent disability, or disfigurement to a vulnerable road user.  

2. A person convicted of violating subsection (b-5) commits a Class 1 felony if the violation resulted in the death of a vulnerable road user.

**Section 4: Penalties**  

1. In addition to the penalties outlined in Section 3, any individual convicted of violating subsection (b-5) resulting in injury or death to a vulnerable road user shall be required to:  

   a. Complete a motorcycle safety course approved by the state.  

   b. Pay a fine of $10,000 to cover medical expenses for the injured party or their family in the case of death.  

2. The court may also impose additional community service or rehabilitation requirements to ensure the offender comprehends the consequences of their actions.

**Section 5: Effective Date**  

This law shall take effect immediately upon passage and approval.

**Section 6: Severability**  

If any provision of this law or its application to any person or circumstance is held invalid, the remaining provisions or applications of this law shall not be affected. 

**Section 7: Intent**  

The intent of this law is to promote the safety of vulnerable road users, discourage reckless driving behavior, and ensure accountability for actions that endanger lives on the roadways.
