TAMILNADU has become a major trafficking point for thousands of cattles being illegally transported

The Issue

Cows and bulls form an integral part of the agrarian economy.The cattle census points to an alarming decline in the population of native cattle which is the back bone of our economy.Our constitution defines the fundamental duty of every citizen to protect and nourish the cattle population.

TAMILNADU has become a major trafficking point for thousands of cattles being illegally transported from Karnataka, Andhra Pradesh and even Orissa to illegal slaughter houses in Kerala.These cattle are starved 4 to 7 days before they reach their final destination.Many die enroute, unable to tolerate the atrocities meted on them. Chilly powder, tobacco and/or even glass pieces are rubbed into their eyes to hold them until they reach the slaughter houses.Some get very badly trampled by other cattle & die. They are brought in metal containers from Karnataka, without any ventilation. Some suffocate before they reach the destination.
According to Mr Vijayakumar Director Animal husbandry Kerala as quoted by News One on September 4, 2012 says “In the fiscal year 2009-10 a record of 6.1 million cattle came into the state through various checkpost and another 1.8 million are estimated to have entered unchecked”. Millions of cattle enter Kerala through various checkposts under the nose of the very officials appointed to nab them.Tamilnadu is probably the only state where SPCA inspectors are appointed in every district. Most of them book cases against these trucks but levy a negligible Rs.50 fine and let the vehicles pass. SPCA is authorized to seize trucks and send them to Goshalas but they prefer to let these trucks go after collecting their monthly bribe.
There is a big mafia operating behind illegal cattle trading and huge profits are reaped out. The cattle markets which were traditionally meant for exchange of cattle among the farmers to prevent inbreeding have now transformed into slaughter markets where butchers/middle men come and buy cattle paying high prices that ordinary farmers cannot. Illegally extended trucks take these cattle in a cruel and inhuman manner to maximise profits.The transport department is perpetually silent on the matter.Thirumurugan transporters from Ottanchathiram have around 60 illegally extended vehicles. Hoarding of cattle at various points without any fodder or water for days together is a routine feature. Vellore,Manaparai,Pudukottai,Namakkal,Theni,Pollachi,Senkottai,Dindukkal serve as transit and collection points.These trucks exit from Kaliakavallai,Senkottai,Theni and Pollachi.They are mercilessly loaded into these trucks.The Animal Husbandry department is a mute spectator.The trucks carry 30 to 40 cattle, stuffed like sardines, without any veterinary certificates.During the upcoming Bakreid festival, the transportation is going to increase manifold inside Tamilnadu as well as interstate. Hoarding of cattle, including for the upcoming festival for sacrifice begins months ahead.Sacrifice of animals is prohibited under the Tamilnadu Animal and Bird Sacrifices Prohibition Act 1950. Slaughtering of animals in public places creates pollution and public nuisance.The meat slaughtered in such unauthorized places is not safe for consumption. Lakhs of cattle get slaughtered on the occasion of bakried only, openly on streets.

WE DEMAND :

* the closure of all cattle markets two months prior to bakried to avoid the inter and intra state transportation of cattle for slaughter.

*Cancellation of permits of the illegally extended vehicles transporting in Tamilnadu.
* Seizure of vehicles violating animal welfare laws under 97 of transport of animal rules 1978.
* A team of special squad to be formed involving reserve police,veterinary officers and NGOs to monitor the trafficking of cattle especially on the border areas of Kerala.

It is crucial to save the lives of bovines as per Law & Order. If we would be able to preserve & nurture cow & progeny of our Nation then only we would prosper.
