Is deepfake illegal? Not yet. Please sign to ban deepfakes and make deepfakes illegal because they have:

  1. Victimized women and underage girls with non-consensual pornography.
  2. Fabricated fake evidence to mislead law enforcement and judicial systems.
  3. Stolen identities to commit scams, fraud, and financial crimes.
  4. Manipulated incriminating material used for blackmail or extortion.
  5. Counterfeited false narratives or fake news to mislead the public.
  6. Falsely depicted authority figures making statements to spread destructive ideas.

In 2023, there was a significant increase in deepfake incidents. According to Sumsub's report, there’s been a 10x increase in the number of deepfakes detected globally across all industries from 2022 to 2023.

There are notable regional differences: 1740% deepfake surge in North America, 1530% in APAC, 780% in Europe (inc. the UK), 450% in MEA and 410% in Latin America. Additionally, Onfido's report highlighted a 3,000% increase in deepfake fraud attempts, driven by the widespread availability of cheap and user-friendly online tools and generative AI.

As a concerned parent, I have been deeply disturbed by the rise in deepfake technology. My daughter is still young, but her cousins, who are underage girls in middle schools and high schools, are navigating their way through adolescence - a time already fraught with insecurities and societal pressures about appearance. The weaponization and ease of access to creating and distributing deepfakes adds yet another challenge to what young girls already have to deal with.

The Dangers of Deepfakes: From Personal Harm to Societal Disruption

-----------------------------------------------------------------------------
Deepfakes are AI-generated media in which a person's likeness is made to talk, act, and even undress without that person’s consent. This technology has been exploited to create non-consensual explicit images and videos of victims, overwhelmingly female (95%), causing untold emotional harm and damage to their reputations. According to a report by Sensity AI, as of July 2020, 96% of total deepfakes online are pornographic.

On top of minors suffering, deepfakes have wreaked havoc in different parts of our society:

  1. Voters misled by deepfakes falsely depicting public figures, swaying public opinion, and disrupting democratic processes.
  2. Retired elders terrified of the sophisticated deepfake scams that could potentially rob them of their life savings.
  3. Lawyers, judges, and law enforcement professionals made a mockery with deepfake evidence being used in court and wrongful convictions made (which also led to loss of trust in authentic evidence of wrongdoing due to deepfakes).
  4. Ordinary individuals became innocent victims of identity theft and fraud, as deepfakes enable scammers to convincingly impersonate them for financial gain or other deceptive purposes, tricking other unsuspecting victims into transferring money or disclosing sensitive information.
  5. Public figures, such as politicians, celebrities, and business leaders, falsely depicted in compromising scenarios, leading to reputational harm, career setbacks, and public disgrace.

It's Getting Harder and Harder to Identify Deepfake Media

----------------------------------------------------------------

We used to be able to trust the images and videos we saw. However, deepfake and hyper-realistic but entirely fake images and video content have eroded public trust. The general public, including news consumers and social media users, faces growing skepticism and uncertainty about the authenticity of media content due to the prevalence of deepfakes.

In the "Scientific Reports" study by Nature Research, even when respondents were specifically asked to identify videos as authentic or manipulated, a significant proportion, ranging from 27% to 50%, struggled to correctly identify deepfakes. The study also showed that older people are more likely to be deceived by deepfakes.

We must act now for the sake of our children's mental health and self-esteem. We must protect our elderly population and others who are not as tech-savvy from falling victim to scams. We must take action today to regain trust in each other and prevent further deepfake victims.

This petition, 'Hinder, Abolish, and Limit the Threat of Deepfakes' (#HaltDeepfakes), calls on lawmakers and regulators worldwide to take immediate action against the unregulated use of deepfakes.

Please sign the HALT Deepfakes petition if you believe in safeguarding yourself and our loved ones from the real threats posed by deepfake technologies.

We need deepfakes legislation that prohibits the creation and distribution of deepfake content without explicit consent from all parties involved.

The Answer is NOT Better Deepfake Detection Technologies

---------------------------------------------------------------------

The answer, given that deepfake has caused so much harm to humanity, is to ban deepfake technology. Just because deepfake technology has been invented doesn't mean it needs to be legal or continue to exist.

This misuse of technology cannot be allowed to continue unchecked. It not only violates privacy but also contributes significantly toward reinforcing harmful societal norms and distrust in information and each other.

It is time we put an end to this digital form of abuse that threatens our, our children’s, our family’s safety and well-being.

The answer to the question, 'Are deepfakes illegal?' should be a simple 'Yes.'

Please sign the 'Hinder, Abolish, and Limit the Threat of Deepfakes' petition (#HaltDeepfakes) urging lawmakers to ban deepfakes today!
