The Issue

On Tuesday, 27th January, 2026, the Management team of PAGA, a Nigerian Fintech announced a partnership with PayPal in order to allow Nigerians receive payments from international sources.

Immediately, after the announcement, I have read countless account of how PayPal has defrauded Nigerians the last time they halted operations in Nigeria. According to reports from users, funds were frozen without prior warning or justifiable reason, leaving them in dire straits. This questionable action can be interpreted as an unfair business practice, one which calls for a thorough investigation by the appropriate regulatory body.

The Federal Competition and Consumer Protection Commission (FCCPC) is empowered to tackle issues like these. With its mandate to protect consumers through investigation of abusive practices and enforcement of fair play, the FCCPC can ensure that PayPal is held accountable. With this petition, we can urge the FCCPC to conduct a comprehensive investigation into PayPal's practices towards Nigerian users and ensure that all users are compensated. It is crucial that users who have suffered financial harm due to unwarranted fund freezes be compensated, whether through refunds or penalties imposed on PayPal.

As a lawyer dedicated to upholding consumer rights, I've seen an overwhelming number of complaints from Nigerians on social media platform X (formerly Twitter) regarding PayPal's practice of freezing funds. While this issue doesn't affect me personally, I feel compelled to advocate for justice on behalf of those affected, even as they have lost any hope of getting justice.
