However, the current parking system requires visitors to pay a full-day fee at the entrance—no matter how long they plan to stay.
For many residents, this creates a barrier to using the park for shorter visits like:
- A quick walk around the lake
- A 30–60 minute workout
- A brief visit with toddlers
- Seniors enjoying a short walk at sunset
- Picking up teens from the tennis courts
- Enjoying a peaceful mid-day getaway from work
We believe there’s a better, more flexible solution.
We urge the Orange County Parks Department and relevant authorities to consider the immediate installation of parking meters or systems that support a flexible hourly parking strategy at Laguna Niguel Regional Park. This change will not only promote equitable access but also demonstrate a commitment to meeting the needs of the community in a flexible and customer-oriented manner.

We are calling on OC Parks and Katrina Foley to pilot a pay-and-display parking system at Laguna Niguel Regional Park that includes:
- Hourly parking rates for short visits
- A daily maximum cap (so full-day visitors pay the same as today)
- Easy-to-use parking kiosks or app-based payment
- Modern enforcement (such as license plate monitoring)

After speaking with many dozens of local families, a clear pattern has emerged:
- People would visit the park more often if hourly parking were available
- Many are still willing to pay full-day rates for longer visits
- A flexible system would increase accessibility without reducing value
