We, the residents of Adlington, Lancashire, are calling on Chorley Borough Council to introduce an Article 4 Directive to prevent the future development of Houses in Multiple Occupation (HMOs) in our community. We must act now to safeguard our neighbourhood from the potential negative impacts that HMOs can bring.
The Potential Impact of HMOs on Our Community:
HMOs can bring significant challenges to neighbourhoods. The increase in transient populations can lead to a decline in community cohesion, as long-term residents feel disconnected from their ever-changing neighbours. This lack of stability undermines the sense of belonging and security that is vital for a thriving community.
The presence of HMOs can also strain local resources and infrastructure. Increased demand for parking, waste management, and public services can put pressure on our already limited resources. Noise and anti-social behaviour associated with some HMOs can disrupt the peace and quiet that residents currently enjoy.
Furthermore, the conversion of family homes into HMOs can reduce the availability of housing for families and first-time buyers. This can drive up property prices and rents, making it difficult for local people to afford to live in their own community.
Why Adlington Needs an Article 4 Directive:
Chorley Borough Council has already recognised the need to control HMOs in other areas, such as Croston and Withnell Fold, by implementing Article 4 Directives. These directives remove permitted development rights, requiring landlords to seek planning permission before converting properties into HMOs. This measure helps to maintain the character of these areas and ensures that any changes are carefully considered and managed.
We believe that Adlington deserves the same protection. Our community is just as valuable and vulnerable to the negative impacts of HMOs.
