Subject: Request for Formation of Welfare & Pay Commission for Islamic Teachers and Mosque Staff

Respected Sir/Madam,

We, the undersigned, wish to bring to your kind attention the urgent need for structural welfare support for Islamic scholars and mosque staff such as Muftis, Aalims, Hafizs, Imams, Muazzins, and other support staff across Maharashtra.

These dedicated individuals are the backbone of the Islamic faith. They selflessly serve the community by imparting knowledge of the Quran and Hadith, promoting values of peace, unity, compassion, and morality, and maintaining the spiritual and operational functions of mosques.

After completing years of intensive religious education from recognized Madrasas, many of them serve in mosques in roles such as Imams, Muazzins, and caretakers. However, despite their important roles, they are often paid meagre salaries ranging from ₹10,000 to ₹15,000 per month, which is insufficient to sustain a decent livelihood in today’s economic conditions.

At the same time, many mosques own rental properties or receive regular donations from the community, yet the staff remains underpaid due to the lack of a structured and transparent welfare or salary mechanism.

We, therefore, humbly request the following:

1. Establishment of a Dedicated Commission under the Waqf Board to register and verify all working mosque staff across Maharashtra.

2. Introduction of a Pay Commission structure, keeping in mind inflation, urban living costs, and years of service.

3. Ensuring that rental income and donations from mosque properties are partly earmarked for staff salaries and welfare benefits (medical support, pension, education aid for children, etc.).

4. Periodic audits and transparency mechanisms to ensure fair distribution of mosque funds.

This step will not only bring dignity and financial security to those who serve Islam and the community but also strengthen the spiritual infrastructure of our society by motivating youth to pursue religious education without fear of economic hardship.

We urge the Waqf Board, Ministry of Minority Affairs, and concerned authorities to take urgent and compassionate action in this matter.

Sincerely,

Tanveer Shaikh
