The Issue

The plight of elderly residents in nursing homes across New York State is both heartbreaking and deeply concerning. Currently, these individuals receive a mere $50.00 a month to cover their personal expenses—a figure that has remained unchanged since 1988. In the last 35 years, the cost of living has increased significantly, yet these vulnerable members of our society are left with the same meager amount to meet their personal needs.

For over three decades, inflation has eroded the purchasing power of this already insufficient allowance. According to reports from the Bureau of Labor Statistics, the cumulative inflation rate since 1988 is over 120%. This means that what cost $50 in 1988 now costs approximately $110. Yet, the allowance remains stagnant, leaving the elderly unable to secure even the most basic necessities, such as toiletries, snacks, and other personal items that bring them comfort and dignity.

These individuals have contributed to society for the majority of their lives, paying taxes, raising families, and promoting community welfare. Now in their twilight years, they deserve a dignified life without financial strain. To continue providing them with such an inadequate allowance is an injustice that cannot be ignored.

Increasing the monthly personal needs allowance can transform the quality of life for nursing home residents. A fair adjustment that reflects modern economic conditions is urgently needed. We propose an increase of the monthly allowance to at least $120, aligning with inflation and providing a more reasonable quality of life.

This change would not only support the elderly but also demonstrate New York State's commitment to caring for its most vulnerable populations. Everyone deserves to live with dignity and respect in their later years.
