Increase Funding and Provide a Basic Income for Scientists in Canada
The Issue
I am deeply concerned about the plight of scientists and early career researchers in Canada. Despite the significant presence of PhD graduates due to immigration and strong education policies, much of this immense talent is not being properly utilized. Canada is currently experiencing a painful brain drain due to a lack of funding for science that causes talented individuals to seek opportunities elsewhere rather than help develop our productivity and protect our economic sovereignty right here at home.
Our universities are producing a significant number of PhD graduates. Canada ranks among the top three OECD countries for the percentage of the adult population holding a doctoral degree. Among immigrants aged 25 and older residing in Canada, 2% hold a doctoral degree, double the average for OECD countries (Statistics Canada, 2016). Yet, these figures are showing no benefits if we do not have adequate resources to use this talent optimally.
To tackle this issue, we propose the introduction of a basic income for scientists and early career researchers. This could be termed as a "PhD allowance" or "science allowance," providing a financial safety net while they strive for innovation, creating opportunities, and improving Canada's productivity.
In doing this, we maintain our economic sovereignty by retaining and supporting our scientists, encouraging them to implement their knowledge and capabilities within Canada. There can be no progress if the minds that can facilitate it are starved of the necessary backing.
