Allow PEV's in Cook County Forest Preserve (Eskate, Scooters, Onewheels, Unicycles)

The Issue

Electric Unicycle, Electric Scooter, and Electric skateboard, and Onewheel riders are all at risk of a $75 up to a $500 fine for riding their personal electric vehicle on any of the 350 miles of paved/unpaved trails on the property of Forest Preserve District of Cook County (FPDCC). Riders risk a ticket even when the 15mph speed limit is being obeyed and riders are safe/respectful to other users of the FPDCC. Class 2 Ebikes (top speed of 20mph) are allowed. 

Small Personal Electric Vehicles should be permitted regardless of their form factor whether it's a bike, a skateboard, a onewheel, a unicycle, or a scooter.

Some backstory on how current policy came about. In April 2021, Forest Preserve District of Cook County expanded the ban of onewheels to include scooters, unicycles, or any similar electric device. The summary of the agenda item 21-0202 only mentions clarifications on ebikes, no mention of the banning of all other PEV's. Specifically 21-0202 adds the section 4-3-1 B 13. "No person may operate any electrically powered scooter, unicycle, hoverboard or similar electrically powered recreational device.” During the process of the new policy being present at various subcommittees of the Cook County Board of Commissioners, there was no discussion from the board (no mention 2019 change.org campaign) and no public comment on the agenda item.
