I am Diamond Sysco's mother. My beloved daughter tragically lost her life on the Interstate 880, caught up in a violent crime that took her away forever from the people who cherish her. Pulled over by a criminal with a firearm, she dialed 911 seeking help. Her cry for aid echoed into a void because of a bureaucratic red tape tied around geographic technicalities on dispatch responsibility boundaries. Safety that should have been immediate was delayed; the detective dispatched for the case had to travel from as far as Sheriffs Vallejo, all for his safety. In a state where firearm-related homicides marked 1,274 fatalities in 2017, according to the US Centers for Disease Control and Prevention, this lack of aid smacks of mockery against the people it's meant to protect.

This petition aims to press for increased safety safeguards such as superior GPS tracking, live feed surveillance, and an expedient law enforcement response system along Interstate 880 South and all interstates and highways within California. It further pleads for the establishment of adequate crime, breakdown, accident, and terror threat response protocols that transcend hurdles such as administrative boundary confusions.

All of this is not just about improving public security for motorists on the roadways, but is equally a tribute to my precious Diamond, who deserved more from those tasked with preserving law and order. This is for her, and for every other innocent soul who may otherwise face a similar fate, if we don't act now to fix these lethal gaps in public safety and administrative response.

• States and government are responsible for the roads, highways and interstates in California so… like the Philip Morris Case UNITED STATES VS PHILLIP MORRIS.  Equally providing a product/service to the public and mandated to implement HEALTH AND SAFETY RELIEF DUE TO THE PRODUCT OR SERVICE BY THEIR COMPANY!!!

•these highways and interstates are not WAR ZONES but we have statistics proving crime and violence happens on the highest consistently.  So we’re in need to counter balance that IMMEDIATELY!!! Our youth are becoming drivers… infants and children are regularly affected….
