Dear Illinoisans,

Every year, thousands of people in our state remain trapped under outdated sentencing laws that require them to serve 100% of their sentences, no matter how much they have grown, changed, or rehabilitated. These laws devastate families, waste taxpayer dollars, and deny people the second chances that our Constitution promises.

House Bill 2764(HB2764) would reduce required time served from 100% to 50%. This reform is not about excusing crime—it is about:
 • Restoring fairness by recognizing rehabilitation and transformation.
 • Upholding Illinois’ Constitution, which requires penalties to aim at restoring offenders to “useful citizenship.”
 • Saving taxpayers millions each year currently wasted on extreme incarceration with little return.
 • Strengthening communities by reuniting families with loved ones who have worked hard to change.

Illinois spends over $31,000 per person, per year to incarcerate, yet our system fails to invest in true rehabilitation. HB2367 would bring Illinois closer to justice, accountability, and redemption.
