There has been a significant influx of positive COVID-19 cases in Libya, particularly in the last month. As of September 8th, 19,583 cases of COVID-19 have been confirmed in Libya, including 314 deaths. The World Health Organization (WHO) has since classified Libya among the high-risk countries in the region. Yet, the Libyan health care system is near collapse. There is very limited access to healthcare in many cities due to the ongoing conflict and structural marginalization associated with the centralized system of governance.

This pandemic has severely exacerbated the health care situation in Libya. Despite the global call for ceasefire on humanitarian grounds in order to respond to COVID-19, as of September 2020, a total of 27 health facilities have been damaged due to the proximity of clashes. Of those, 14 health facilities that have been permanently closed and another 23 which are at risk of closure due to shifting lines of conflict. After the closure of many healthcare facilities, many health care professionals have left Libya, leading to a great shortage of medical personnel in the country and significant gaps in the quality of health care. Libya’s testing capacity is seriously limited as there are only testing laboratories in a few cities. In addition, contact tracing has been not been utilized due to the difficulties in reaching much of the population.

In the wake of the lockdown announcement, many healthcare centers were forced to close due to lack of training, the unavailability of protective personal equipment, and the lack of clear instructions and guidelines. In the facilities that are open, there is a desperate need for medical supplies and equipment in order for the staff to provide critical services to the Libyan people. 

The Libyan people need our help. We are calling all international human rights and human health organizations to allocate resources to Libya to help save Libyans from this global pandemic. Without the help, many Libyans will continue to suffer as COVID-19 continues to ravage through the vulnerable country.
