Often in all the government R&D sectors, Scientist positions are filled with candidates with B.E/B.Tech/M.Sc qualifications. Candidates finishing PhD, in Sciences and Engineering, hardly find any government positions other than Research associate positions on a temporary basis. The research experience and the scientific contribution of the PhDs seem to be undervalued. When scientifically trained people (who spent 5-6 years of time in research and published papers in international journals) are available, why should government hire undergraduate and M.Sc candidates, who do not have any research flavour, in Scientist B grade and train them separately? I don't mean that B.E/B.Tech/M.Sc students should not be recruited as Scientists. All I mean is, PhD candidates should be given first priority in filling up Scientist positions. R&D sectors should first recruit PhD candidates (in Scientist C grade) before filling up Scientist Bs. This will also motivate many intelligent students to take up scientific research as their career. If not, the best brains of our country will be migrating from our country and keep working for the development of the (already) developed nations.
