Hold PNM Accountable: End Delays, Excessive Costs, and Unjustified Utility Requirements!

The Issue

We, the undersigned contractors, customers, and business owners with firsthand experience conducting business with the Public Service Company of New Mexico (PNM), headquartered at 414 Silver Ave, SW Albuquerque, NM 87102, respectfully petition for immediate oversight by the State of New Mexico regarding systemic delays, excessive costs, and construction requirements imposed by PNM in connection with electrical service installations.

PNM’s current practices have resulted in prolonged service connection timelines, in some cases extending well beyond reasonable industry standards, and have imposed additional costs and requirements that are not clearly supported by applicable provisions of the New Mexico Administrative Code (NMAC) or adopted electrical codes. These practices place significant financial burdens on residents and businesses, hinder project feasibility, and negatively impact economic development across the PNM’S service area.

Furthermore, these delays and requirements adversely affect the timely delivery of essential electrical infrastructure, including projects related to housing and critical services.

We respectfully request that the New Mexico Construction Industries Division (CID) enforce clear jurisdictional boundaries to ensure that PNM’s requirements remain strictly aligned with applicable electrical codes, regulations, and New Mexico Administrative Rules.

Additionally, we request formal oversight by the New Mexico Public Regulation Commission (PRC) into PNM’s accounting practices, cost structures, and charges imposed on utility customers, in accordance with the regulatory framework governing public utilities in the State of New Mexico.

We call for transparent, fair, timely, and code-compliant electrical service delivery that supports the needs of New Mexico residents, contractors, and businesses.
