The Problem
In 2020, there are an estimated 2.3 million Cuban Americans in the United States. Thousands of these American citizens have family members in Cuba. In the past, there existed legal mechanisms to facilitate the reunification of Cuban families: Cuban Family Reunification Parole, created in 2007, allowed for certain U.S. Citizens and Legal Permanent Residents (CFRP,) to petition for parole for their Cuban family members. In other words, it allowed Cuban Americans to bring their closest family members to the United States legally.
Family-based immigrant visas are generally available to: spouses, children, parents, and siblings of U.S. Citizens and spouses or unmarried children of Legal Permanent Residents.
However, CFRP was suspended in 2017, after United States personnel were withdrawn from the Embassy in Havana, Cuba. Immigrant visa services were then moved to Columbia for a short time. Then, to Georgetown, Guyana. Come March, 2019, there were approximately 20,000 Cuban Americans simply waiting for an interview for their family members. Come January, 2020, the backlog for immigrant visa interviews in Guyana were as much as 14 months. The current COVID-19 Crisis has done nothing but add an undeterminable quantity of time to an already excessively long process. Not only this, but once visa services resume, we fear for our family members having to travel to another country amid this Crisis.
There are thousands of relatives of Cuban-Americans who have had their petitions APPROVED by USCIS and NVC. However, before the current COVID crisis, there was a wait of a year or more. Now this wait has become even longer and indeterminate. Wait times generally for visa immigrant interviews at other US Embassies around the world range from about 2-7 months.
Thousands of Cuban Americans are separated from their spouses, children, parents, and siblings. Despair and uncertainty are rampant in the Cuban American community as a result of being separated from our families and so much uncertainty in regard to when our family members will have interviews and when we will be reunited. We fear that we may not be reunited with our very closest loved ones for years when we have already been waiting for years.
What We Want:
That the congress and / or the executive branch of the US government take measures to solve this flagrant violation of our constitutional and human rights; that we are reunited with our families as soon as possible within the current COVID-19 Crisis.
Solutions that we Propose to Congress and Immigration Officials
- Open the American Embassy in Havana, Cuba; give immigrant visa services in Havana, Cuba;
- Family visa interviews by phone, online, or by video call; especially for cases that have been closed (documentary qualified) with the national visa center (NVC) and that have been waiting for a long time. This option would be best given the current COVID Crisis;
- Special conditional or temporary status for relatives of Cuban-Americans; allow Cuban family members with approved visas (from USCIS and NVC,) to enter the United States and complete the family visa interview INSIDE of the United states; and/or
- Restart/unsuspend the Cuban Family Reunification Parole Program.
- We also wish to request a reform of United States immigration law; while Cuban Americans are the focus of this Petition, we want attention to be brought to the cruelty of family separation, unjust incarceration, inhumane deportations, and unfair immigration court procedures for all immigrants in the United States. We hope that this Petition can bring attention to the larger issue of the dire need for immigration reform in the United States.

On April 22, 2020, Trump signed an Executive Order that implements a 60-day "pause" on immigration for those who are seeking Legal Permanent Resident status. Our requests remain the same. Quite simply, we wish that the government take actions to reunify us with our families-- within the framework of the COVID crisis.

Tememos que no podamos reunirnos con nuestros seres queridos más cercanos durante años cuando ya hemos estado esperando durante años.
Que Queremos:
Que el congreso y/o la rama ejecutiva del gobierno de los EEUU tomen medidas para solucionar esta violación flagrante de nuestros derechos constitucionales y humanos; que nos unan con nuestras familias lo mas pronto que sea posible dentro de la crisis actual de COVID-19.
Las Soluciones que Proponemos a nuestros representantes en el congreso y oficiales de inmigración
- Reapertura de la Embajada Americana en La Habana, Cuba; dar servicios de visa inmigrante en la Habana, Cuba;
- Entrevistas de visa familiares por teléfono, atravesaron del internet, o por video llamada; especialmente para los casos que han sido cerrado (documentary qualified) con el centro nacional de visas (NVC) y ya han esperado mucho tiempo. Esta opción seria la mejor durante la crisis de COVID;
- Estatus especial condicional o temporal para las familiares de Cubanos Americanos; que les dejen entrar a los estados unidos y hacer la entrevista de visa familiar adentro de los estados unidos; y/o
- Reiniciar el programa de parole condicional de reunificación familiar cubana.
- También deseamos solicitar una reforma de la ley de inmigración de los Estados Unidos; Mientras reconocemos que cubanoamericanos son el foco de esta petición, queremos que se preste atención a la crueldad de la separación familiar, el encarcelamiento injusto, las deportaciones inhumanas, y los procedimientos judiciales de inmigración injustos para todos los inmigrantes en los Estados Unidos.
