Currently in Pakistan, we have the Prevention of Cruelty to Animals Act 1890, which needs to be updated, or replaced by a new law. Its section 3 makes cruelty to animals punishable for a first offense punishable with one month imprisonment, or 50 rupee fine, or with three months imprisonment, or 100 rupee fine for a subsequent offense which is committed within three years of the first one. Additionally, section 429 of the Pakistan Penal Code 1860 makes it a criminal offense to kill, maim, or render useless any animal, punishable with five years imprisonment, or with fine, or with both. Yet this law has failed to prevent animal cruelty since it is such a small amount and there is no visible enforcement of this law.

We believe this law should be updated and the fine should at least be increased to PKR 2500 so a person thinks twice before harming an animal (other than for self defence). For torture of animals a amount of at least PKR 1500 should be fined.  While there are no laws for animal rape, we urge the Government of Pakistan to establish a law  to implement a fine of PKR 10,000 and at least 1 month of imprisonment for this offense. Not only this but we urge the Government to take measurements to help organisations spread awareness among the public so this inhumane behaviour can stop.

We hope that the public of Pakistan will help us to get this message to the Government of Pakistan because this behaviour has been going for too long and is intolerable and strict action needs to be taken.
