Returning Canada to it's Core Values through Basic Income

The Issue

It is with this petition, that we the undersigned, in good faith, demand that the Government of Canada fulfill it's respective obligations as described in the Canada Poverty Prevention Act of: 

Poverty reduction targets

The targets for poverty reduction in Canada to which the Government of Canada aspires are the following:

(a) 20% below the level of poverty in 2015 by 2020; and

(b) 50% below the level of poverty in 2015 by 2030.

These targets, can only be achieved on a National Scale through the efforts of a Basic Income. Time and Time again, we have witnessed how neither Provincial or Territorial Body will approach Poverty with a steady and quick hammer. It is up to the Federal Government to enact a measure to ensure every Canadian has access to Housing and Means of Survival at once.

Although a Universal Basic Income gives the most support, it is in the best interests of the government after spending over $300 Billion fighting COVID19 to adopt the means tested Basic Income costed by the Parliamentary Budget Officer (OriginalUpdated

The Canada Emergency Response Benefit (CERB) was announced on March 25, 2020 and was open to Applications on April 4th, 2020. It only took 10 days to start funneling Billions out to Canadians. Basic Income could as easily be done through an Application and Attestation method similar to CERB.

If, there is an Attestation method to distributing Basic Income, it would be best to do so, each 3 month period, along with Month-Of-Birth to Day-Of-Week system as witnessed which can be easier on resources.

Although it is means-tested, the fact that this Basic Income is Non-Taxable Income can mean a profound difference towards the most vulnerable. Along with a $6k annual Non-Means Tested Disability Amount (Per Disabled Recipient, even in Households) can also mean a profound difference in Poverty.

Some Provinces, could be better propelled to lowering their costs in Health Care Spending, Justice, Incarcerations, Drug Use, along with increased purchasing resulting in more Sales Taxes, Higher Property Values with investments, and the resulting effects of less commuting as more work from home or go to school.

Basic Income is in the best interests of all. In recent news, a BI can create as many as 600,000 jobs, as well as consistently put 80 Billion dollars in Gross Domestic Product (GDP). This is a long overdue lifeline that Canada needs to evolve into, as costs soar at a greater inflationary rate than pay raises, along with the hard hit gig economy after COVID-19, we need to reinvent how our Students are able to get a Post-Secondary Education, it can't all be about free Tuition, because even with that, they still need to eat and put a shelter over their heads.

If we start at 18 with a Guaranteed Livable Income, it gives means and purpose for the students of the next Generation to put down the french-fry basket and pick up a book. Education can be free, but sustainability is a driving factor in our subconscious. 

By enforcing a standard Guaranteed Livable Income of 75% of the Low-Income Measure after-tax (LIM-AT) we can ensure that homelessness, and food deserts are a thing of the past. If we want to encourage development, what better way that making every single residential neighbourhood in Canada have a Median income of at least 18k/year and never anything below that.

Currently, there is many prejudicial and racist tactics going on across our country that go noticed, but no real solution. Basic Income can help to alleviate the following:

Denial of Housing based on Source of Income Prejudice - Social Assistance Recipients are Rejected based on the source of income. Some programs without lifelong guarantees are looked upon as Temporary Relief meanwhile the recipients could have been on the program their entire life with a perfect credit score.

Workplace Harassment - A Workplace Harassment issue could stem from the fear of losing one's job. This is because the employment is a basis of survival. With Basic Income established, there is less power of those that hold your survival in their hands.

Child Care - To the Mom's who can work from home, Basic Income helps with the Bills, the Food, the Toys and Books. To the Working Mom's, Basic Income helps you with Transportation, Daycare Fees, that iPad for Christmas that was too unaffordable even though you work 3 jobs.

The costs of a Basic Income look insurmountable, however when you break down the cost savings through Health Care, Justice, Incarceration, Anti-Poverty Measures no longer needed, Social Assistance Reform, Increased Benefits (You know the Provinces will want to keep their Social Workers working, so why not expand into Insurance, Benefits, Eyewear, Orthotics)

If we make our Young to Old Healthy, with a Roof and armed with Stability, they will want MORE. Canada was built on core values of Helping your Neighbours, Taking care of the ill, Volunteers, Creativity & Innovation, and Public Health Care. 

As we continue to fight for more options like Pharmacare, we need to ensure that all Canadians are going to have the tools to survive. It starts with Basic Income.
